Until Bell unlocks it, it must have a SIM card from Bell in order to activate.
So I bought this phone 2nd hand and it's locked to a carrier (bell) and I want to factory reset it so I can feel safer becuz the guy gave it to me and said it was reset but I didn't feel safe, if I factory reset will I be able to set it up properly with no SIM card? I'm using it as a iPod I need an answer ASAP

No. A SIM card is required during activation.
Does it have to be from the carrier that it's locked to?

So can I just call Bell? And tell them to unlock it? I'm a noob....
No. The phone has to physically have a SIM card in it or it won't activate. You can, however, just get a used Bell SIM; you don't have to sign up for service with them.
I suggest you ask them what their conditions are to get it unlocked. If you qualify then you can ask them to unlock it.
