Trouble with ISO Keyboard Layout

The layout on the macOS configuration is wrong, I'm using a standard USB Spanish ISO Keyboard, similar to the one below with the Less/More-than key between the Z and shift keys

However the layout displayed on the system settings is like this, with the Less/More-than in the same row as the numbers

I already tried switching keyboard layouts back and forward with no results, I have no idea what caused this changed, and i'm not using any software to change the layout like Ukelele, How can I reset it/fix it? prefereably without using extra software.
