Is there a way to combine two half-page PDFs into one using Preview?
In other words, I have a one page in which the top half has stuff (music from Finale) on it but the bottom is empty, and another page in which the top half is empty but the bottom has stuff on it. I want to combine them into one page and am hoping there is a way.

I'd try pasting into a TextEdit document by choosing the section you want to copy and pasting into the TE document.
Then choose the portion of the second one you want to copy and paste it in. Then Save as PDF.
Open each PDF in a recent release of LibreOffice via the File Open menu. They will open in Draw, where you can click on the image, and save it to your Desktop. Then, open a new LibreOffice Writer document, and drag/drop/scale the two individual Finale images so that they fit on the page. Then you can export that page to PDF.
You want the most recent, LibreOffice (Fresh) version. Click the yellow download box, and stand back... ;-).
Because this isn't coming from the Mac App Store, you will have to right-click on the LibreOffice application, once you have dragged it into your Application folder. On the secondary menu, just choose Open. The operating system will perform a built-in malware screen (Verifying ...) of the application, and then a new dialog will appear. Click Open on it too. This paragraph is a one-time ritual. Afterward, you can launch LibreOffice like any other Mac application.
Have you tried copying & pasting both into a new document?
I haven't, but how would that work? Can I copy and past just half of a page? If not, won't one document just cover up the other?

Is the Finale content an image (unselectable), and not text, while the other PDF is simply selectable text content?
Both half-pages are Finale content only and are images only.
Thanks! I will give that I try. I have not downloaded or used LibreOffice previously.
