FaceTime Issues

I have an old iPhone 4 that I use to FaceTime my friends, and with certain people, the whole time we're on a FaceTime call, it says "Poor Connection." I don't understand why it only does this with certain people. I have tried to turn off "Your Number" on "Send & Receive" and it will not let me uncheck that option. If I go under FaceTime or iMessage, it says "Waiting for Activation," and I assume it is talking about a phone number, but I no longer have access to the phone number or the carrier that the iPhone was originally under. How do I get around this issue on my own?

I have the same issue. iPhone 4 running the latest available iOS 7.1.2

I try to FaceTime (FT) with an iPhone SE. The SE is able to receive video from the 4 but the 4 keeps displaying only the selfie video feed and a black screen. After a few seconds a message appears that there is a poor connection. Other FT calls between SE and another SE are working fine on the same WiFi network. Not even Skype is available because it is an old not supported OS. One strange thing I noticed is that WhatsApp video calls are also not available on the 4. How can I fix this issue? The usual stuff(restore, restart, DNS, disable/enable etc.) I have already tried.
