When I open Settings >> Storage & iCloud Usage >> Manage Storage, Whatsapp storage usage just count the Software size, ignoring all Media that is storaged in it, differently to, for example, NetFlix, Music ou Podcast apps do that count all Media inside them.

I have the same question.
On my iPhone 7 it shows only the app size 101 MB. On my iPhone SE it shows that WhatsApp is taking 14.4 GB which is the amount of media I have. On iCloud storage My iPhone 7 is using 24.5GB, and my iPhone SE 7.5 GB
Any Explanation?
This Pictures/Videos Livraries is like a Limbo?
I did not save them it my Camera Roll.
I have the same problem, and it shows (zero KB) in documents & data.
I couldn't find this problem in WhatsApp FAQ.

Are you looking at ICLOUD/Manage Storage? or STORAGE/Manage Storage?

This is not iCloud, but Local Storage.
THe media itself is downloaded to your pictures/videos libraries so they are not saved on the apps section of your storage.
Check what WhatsApp say on their FAQ, they most probably have a better answer over there.
Why Settings > Storage of Whatsapp do not count Media?
