iCloud Drive greyed out on iphone/ipad

I am unable to access icloud drive on my iphone 7 running 10.3.2 and I can also no longer download the icloud drive app? I've gone into iCloud in setting and all of the toggles are available to switch on/off with the exception of the iCloud drive. It is greyed out and in the off position but will not allow me to toggle it to on. Same issue on my ipad. The drive works fine on my macbook. Anyone have a potential solution?

I've tried to change the restrictions, which are all set to no restrictions. Can't seem to find a solution.

I finally did, yes! Turns out the cause of the problem for me was my work email. Even though all of my own personal phone restrictions were turned off, I didn't realize that the "profile" that came with my work email account had a few restrictions of its own – some of which were iCloud-related. The moment I deleted and removed my work email from my phone's Mail Accounts, iCloud was once again available.

Were you ever able to figure this out?? I'm having the EXACT same problem. iCloud Drive greyed out all of a sudden on both my iPhone and iPad (still ok on Mac) and I can't download it from the app store either (also greyed out). All restrictions are turned off. Running on 10.3.3. Desperate...
