Of course you can. As long as you use the same Apple ID for the new iPad as for the old one and are in a country that supports it, you have access to and can transfer or download all your previously purchased apps to the new one.

Make sure you have iCloud turned on Then when you charge an iphone / ipad it automatically backs up to iCloud Over your wifi
When you get a new ipad pro set up over your wifi when it asks if you want to use iCloud backup Say yes to get everything on your new ipad.

If you already back up to iTunes you can do it that way as well. Just choose to restore from the backup of your old one.
The only thing to check into or consider, your new iPad will run iOS11. With iOS11, apple will cease support of 32 bit apps. which means some of your older games or apps will cease to function when iOS11 is released later this year.
Once you have your new device you can go to settings, general, about, applications and if you have any old 32 bit apps they will be listed there.
THere's nothing you can do about it. Some developers will upgrade to 64 bit apps, some may be old and abandoned games or apps.....so just for your info so you have time to search for a replacment or contact the developer to find out if htey are upgrading or not....be prepared so you aren't caught off guard.
Beyond that, it's very easy to set up a new device from an old one's back. I've done it several times. Just be sure of your back up and allow enough time. THe backup will restore the app data but those apps will need to redownload, so give yourself at least an hour or more depending on how much data you have....aka not a good thing to start at 945 on a monday night. Give yourself time so it's not stressful.
