Can I not have a card on file for family sharing?

Hello, I want to set up family sharing without having a card on file, is that possible? Pretty much we want to set this up for sharing Movies purchased. But we don't want to have to "ask for approval" to purchase items on itunes, instead each person has their own card they use. Is this possible at all?

No. To setup Family Sharing, the Family Organizer must have a credit card on file.

Other members can use iTunes Credit balance on their accounts to purchase things so they don't get charged to the organizer's card, but there is no way to setup Family Sharing without a valid credit card on file.
