if you got your iPhone from the carrier then you can use their sim in the phone if it's not unlocked for any network but if its locked you can still use their sim in the phone and it should work in another country but will cost a lot more.
If the phone is not currently locked to a particular carrier, then it should work. If it is locked to a carrier, you will need to request that it be unlocked first.
