iPad Touch screen not reacting

My iPad screen is not reacting, after resetting and reloading software still no go, iPad is 20 months old undamaged and hardly used.

I was told at the iStore in Port Elizabeth South Africa it's apparently a hardware issue and can not be repaired here as there is no repair service available in the country, I find this very strange.

Anybody know how to resolve this issue?
