App Store keeps asking for payment update

Anytime I try to update or download an app, a notification pops up asking me to update my payment method. I have tried to re type in my card info, connect to my PayPal, and even have no payment method. Regardless, the notification continues to pop up and creates this loop of updating and asking for an update.
