Although there are about 10 panoramas in my Panorama folder I have many more in Photos that are not recognised and I cannot add them to the Panorama folder by dragging and dropping etc. They are mostly around 5:1 ratio so I would have thought they should meet the 3:1 ratio that I understand Photos uses. Is there a menu item that I have overlooked to add them to the Panorama folder or some other way of doing it?

no - that is a smart album and you can not change it or add photos that do not meet the SA criteria that Apple has set - basically it is set for standard iPhone Pano photos

Well, there are some non-iPhone panoramas in the folder and some iPhone panoramas that are not!
What are the criteria that Photos uses to determine whether a photo should be in the Panorama folder? Would I be able to create my own smart folder with similar criteria and how would I do it?

Various: I checked out a few and they were 2208x704; 3232x620 and 4096x592.
Apple has not documented - did you read the links Keith provided - it has some tests results - What determines which photos appear in the Panoramas album

If you want to search for panoramic photos, try an Apple Script. With an Apple Script we can compare the width to the height and calculate the aspect ratio.
