No. Apple dropped support for the Windows version of Safari years ago.
If you manage to find a copy of that somewhere on the web, it is going to be full of unmatched security holes and most likely loaded with ever piece of malware imaginable.
Why would you even what Safari for Windows?
Not true, you can use the Windows Edge browser to stream Apple Events on Windows.
Beyond that, for web development, if it works well on Chrome, it will generally work on Safari pretty much the same, unless you are using some obscure or proprietary things in your development. And you cannot possibly seriously be suggesting there is no way you can get access to a Mac for testing at all.
I seriously doubt that there is sufficient interest in the subject of Safari for Windows to even get Apple the least bit interested in doing that.
I personally don't care since I never use Windows at all. I think that majority of Mac users have the same or very similar opinions.
For Website Testing as a developer, that is My Top reason.
The second Reason is that you can't stream Apple Developer conferences on Windows with out Safari.
The last version of Safari for Win was 5.1.7. On the Mac side you cannot view Apple streamed events on that old a version of Safari and I suspect the same would be true of the Win version.
Yes, we know that is all the information we have at this time.
It would be nice for them to restart the Safari development for Windows.
I would not hold my breath on Apple resurrecting Safari for Windows during this millennium.

While I do have a MBP, I don't like loading OSX to view the conferences.
But am more interested in Web Development.
I do have mbp, I just don't like loading osx to do a few things.
I will try the edge browser during the iphone event to see if it works.
