I'm locked out of my other account if I backup will it ask for my password or security questions?

If you back up your device using iTunes then no. You can back up via iCloud on your device and it will not ask you for your Apple ID or Password. However, if you ever need to recover this data or transfer it to a new device then you will need the password. You can attempt to reset your Apple ID password. I will Provide this link below.
