Maybe the charger isn't working try a different charger,

The image on the LEFT shows the battery is charging and may take up to 30 minuets to boot up.

The image on the RIGHT shows the battery is dead and needs to be charged, if you have plugged it in and it shows the right image then your charger may be damaged so try a different one

If it shows the left image on your phone then allow up to 30 minuets for the iPhone to boot.
