cloud photo storage duplicate HDR and normal photo saved to pc

I have just added icloud to my pc (Windows 10) and began downloading photos from my iphone via cloud to my pc. Noticed that in icloud photos on my pc all unedited photos are duplicate with HDR (.MOV) and normal photo (.JPG) downloaded. On my iphone 6s Plus I have the "Keep Normal Photo" tab switched off. Why am I getting duplicates saved to my pc and how do I remove either the HDR version or the normal version to stop doubling the storage required?

Is your iPhone set to always take Live Photos? Then disable this, if you do not want to take a pair of a video and a high resolution still photo. Take only a Live Photo, if you want the video as well.

If you take HDR Photos with the option "Keep normal photo" enabled, you will will see two JPG files, not a video and a JPG.

It is risky to disable "Keep normal version". I would reconsider. The HDR version can have horrible artifacts, that make the photo useless, if the object is moving. You may lose your best shots this way. It is safer to keep both and to delete the JPEG version only after you had a close look at the HDR on a computer. After I have seen, what HDR can do to photos, if the subject is moving, I made sure, that I always keep both version, until I have checked the normal version.

Here are some examples where HDR spoiled the shots, and original JPEG would have been perfect:
