You won't get the 'none' option, the 'problem with a previous purchase' message means that iTunes wasn't able to collect the money for your last purchase and that you therefore owe iTunes for it - until you've paid iTunes what you owe (e.g. by putting a valid payment method on the account) you won't be able to download anything else on the account : If your payment method is declined, or you have a billing issue with a previous purchase in the iTunes Store - Apple Support
