Sometimes someone on the Internet commandeers Safari and makes it impossible to control it showing the following screen. Who does this?

Yes, that's how to defeat it. But the window keeps executing in a way that forces you to get out of Safari to eliminate it. I mean, there's a phone number given. Why can't Apple use it to track down the perpetrators and hack them out of business?
If you've cleared the Safari data, and restarted the iPad (power off, not just sleep), the window should stop appearing, until you visit the offending site again. You need to stop using that site.
