Refresh iCloud after deleting items (storage is full; no longer being updated)

I already pay for greater storage and am happy with the plan I'm on so I don't need to keep upgrading. When my most recent limit was reached, I went into iPhoto and deleted 15gb worth of video. Now I keep getting the warning (on my desktop, on my iCloud, on my phone) that my storage is full and it's no longer backing up my data.


How do I start a new scan to release the space I created? [iPhoto on iCloud already reflects the lack of video.]

Open Photos, select the items in the Recently Deleted album and control - click/Delete. Then empty the Trash.
