I want the current update for Safari for El Cap 10.11. How can this be completed quickly and easily with any system OS upgrade?

iPhone 4S, iOS 10.2.1

Safari is part of the OS installation. The only way to get a higher version is by upgrading your OS.

FWIW, the latest version of Safari for El Capitan and Sierra is 10.1.2. If that's not what you have open the App Store and click on the Updates icon.
