So I just bought a cable to enable me to watch my iPhone videos and photos on my TV. It's a lightning to HDMI.
The issue is that the videos don't play in good quality. We have fibre so I thought it would download the full files to view but they look blocky to me - not real bad quality but not good enough.
I know the phone downloads the file to view so what gives?

Did you buy the lightning to HDMI cable from Apple? Shouldn't be this case, is yor cable Apple certified?
As far as video resolution is concerned (looking at Apple cable specs), you should be able to watch video up to 1080p.
But you're also saying that your videos look "blocky". What videos? Videos you're downloading from youtube, or even videos you've stored in your iPhone?

The videos I'm talking about are those shot on my iPhone 6s in full res. They look amazing on my phone but not on my TV. I'm wondering if the phone downloads them from the cloud in the perfect resolution for the phone, which may be smaller than the tv?
And it does seem that if I try to view a recent video that I've taken on my phone on the TV, it's not too bad. It's those from a few weeks ago where there is a pause whilst my phone downloads it from the cloud that look blocky. I'm not talking minecraft blocky, but certainly a bit pixellated.

Videos aren't photos, videos move and you don't have time to take in the poor quality that really exists. Photos have much more data per still image than a video does per single frame. I think you are expecting far too much from your set up, if you really want to see photos in all their splendour, buy a 5K iMac or 3rd party equivalent.
I think it will be down to how the tv renders the video. The iPhone screen is going to generally look better as it is exceptionally good quality, and smaller.
Other than playing with the TV settings to try and see what looks better, there's not much to be done. Have you tried different TVs to see how it looks on them?
I didn't say photos were an issue, you raised a comparison with videos and I explained what you were seeing.
I read your question, I know exactly what your problem is, you don't really understand what you are seeing and expected to see the image in full resolution on your TV. It's not going to happen.

So the issue is with videos that have to download from icloud. Even though the little circle icon says it's finished, and the video looks great on the phone, it's block on the tv. Unlike recent videos.

the photos app doesn't mirror it has a special mode but the best you will get is 1920 x 1080, so don't expect photos like you see on a 5K iMac.
In regard to the video, the iPhone screen is just 1136 x 640, so don't expect too much when mirroring.
Ok thanks, so perhaps the recent videos I have taken look better because they are the full files still on the phone, but the older ones look worse because icloud only downloads a version for the phone which is 1136 x 640?
Which begs the question, is there a way to make the phone download a better quality one? Maybe if I did it from my ipad it may be better as it's a larger screen?
To be honest, I don't know, I was going off what you said and that it was mirroring, I've never used such a cable, I'm not sure what it's capable of. It may even be something to do with HDCP, in which case it might just be SD.
The TV is only 1920 x 1080 pixels regardless of how big the image is.
Yes but it's way below the clarity of any other video we watch, even iphone videos uploaded to youtube.
