unable to find the news app

I cannot find the news app on my phone, iPad Pro or the App Store. I live in India and have iOS 10.3.3 installed on my phone and iPad Pro. How do I customise the news I see in the widget?

iPhone 7, iOS 10.3.3

News app is only available in select countries: US, UK and Australia
