iOS 10.3.3 update freezing

I have an iPhone 7, and recently have attempted to install the latest update, 10.3.3.

Unlike other users here, I got past the "verifying update" stage, and it's now on the black screen with the progress bar and Apple logo, presumably installing the update. The problem is, it's been "installing" for over an hour and appears to be at around 99% done from what I can tell looking at the progress bar. I think it's hanging up or freezing and I'm not sure why or what to do.

I downloaded via wifi, and I have enough storage. Is the update to 10.3.3 supposed to take hours to install, or did my iPhone freeze up?
