How do I turn off payment verification when I am trying to download a App

Whenever I try to install or update a app from the App Store it tells me to verify a payment and when I click none it says I have to enter a payment . Why is that if that apps I'm trying too install is free ?

You need a valid and verifiable payment method to make use of the App Store services.


You can enter a valid payment method, verify it, and then remove it if you do not want to keep one active on your account. Once verified and subsequently removed, it will not ask for it again.
