I have problems signing in my ID

Could you please help me with this problem!

My ipad and iphone are in Ho Chi Minh City, where I am living now. However, recently whenever I sign in my ID, I always receive the message that my ipad is in Ha Noi, therefore, I have always been asked to sign in my password again and also be asked to add 6-number digits that apple sends to me. What's wrong with my ID. Moreover, I have always been asked to change my ID. Especially, at the time being I have been informed again, again and again about this situation for at least nearly 20 times. I have been so confused now. What's wrong with my ID.
