how can i change the birthday on my kids account?
I want to allow my kid use of some apps that have an age restriction. How can I do that?

If the account has an age set that is under 13 years old, It cannot be changed. However that age setting has no relation to what type of content it can access.
Age based content restrictions are set on the device settings. What device are you trying to change this in?
On an iOS device (iPhone, iPad, iPod Touch) this would be in Settings->General->Restrictions->Allow Content.
