how do i change the organizer in my family sharing plan?

Settings > iCloud > Family > select yourself > Leave Family Sharing. Everyone that is sharing would need to leave manually.

You can't change the organiser, the current organiser needs to stop family sharing (Settings ➔ Apple ID(Top) ➔ Family Sharing ➔ Your Name ➔ Stop Family Sharing) and someone needs to start a new family sharing group. If the organiser stops family sharing as described it ends the group, everyone else does not need to leave manually.
