It sounds like the device is in Recovery Mode. If that is the case, then your data is not available. The error you have provided is a hardware error. Get help with iOS update and restore errors - Apple Support

You need to make an appointment at the Genius Bar of the nearest Apple store to have it checked. If you attempted the restore and received the error 26, then your photos are already gone.

Check your hardware

If you see error 53, use these steps.

If you see one of the errors below, you might have a hardware issue:

• 1, 3, 10, 11, 12, 13, 14, 16
• 20, 21, 23, 26, 27, 28, 29, 34, 35, 36, 37, 40, 56
• 1002, 1004, 1011, 1012, 1014, 1667 1669

Here's what to check. Try again after each step:

1. If iTunes is already open, quit and reopen it.
2. Check your third-party security software.
3. Make sure that your USB cable, computer, and network are reliable. Then try twice more to restore your iOS device.

As I know, error 26 mostly causes by the bloated data partition and lack of storage space. This also means that it would be a little hard for you to fix this problem without data loss. But as described in how to get back photos from iPhone article, try to check out if you have created a backup in iTunes or iCloud. In this case that you are allowed to restore the latest backup to get this problem fixed. Or you can sign back to iCloud Photos Library to see if you can find your photos there.

How do you know that error 26 mostly causes by the bloated data partition and lack of storage space? I cannot find any reference about it in HT204770 page.

By the way, by your experience, do you know what could cause the error 9, please? (I cannot find either any explanation on its page If you see error 9, 4005, 4013, or 4014 when you restore your iOS device - Apple Support )
