To add a number to iMessage, you need to activate message from the iPhone that has the number you wish to add.
If iMessage is turned on in Settings->Messages, turn it off, and wait 5 seconds, and back on, activation with your number should begin by asking you to sign in with your Apple ID. Then follow the steps in the support document you came from.
You cannot add a number on its own, only email addresses. Numbers need to be associated with an iPhone to be added.
