My Safari didn't update along with OS X 10.11.6?

I recently tried to take an online test, however I was unable to because the site requires Safari 10 or higher. I currently have Safari 9.1.2 and I want to update it. I tried installing the OS X 10.11.6 update, but my Safari is the same version still. I then tried installing the macOS Sierra update only to have a popup come up telling me I already have a higher version on my computer with El Capitan.


Is there any way I can just update my Safari to a 10.0 or higher?
