delete undownloaded greyed out apps

How do I delete several greyed out apps that have not downloaded and won't d lete and it has been weeks. I've tried everything. I would wipe and delete everything but don't know how and would rather fix it. HELP PLEASE!!

iPad 2 Wi-Fi + Cellular, iOS 10.3.3

Thanks for reaching out to the Apple Support Communities! It sounds like you are needing to remove applications that will not delete. I suggest going to Settings > General > Storage & iCloud Usage > Storage > Manage Storage. Let the list of apps load, then find the apps you want to delete. After you select the application, tap on Delete in the next screen.

Thank you so much your response it sounded like it would work and I tried it but they were not on the list. Because they are grayed out I'm assuming that means that they are actually fully downloaded so they don't show up on the list of apps. But I appreciate your help and if you can think of anything else please let me know!
