12.6.2.20 pdfs in Books page of settings area of connected iPhone

I used to be able to see all my iCloud synced books and pdfs for adding to my iPhone from iTunes. I can see them all in iBooks, both on the Mac and on the iPhone. But I can now only see purchased items on the Books page of the settings area for my connected iPhone in iTunes. I've tried some things to get them to appear in iTunes again, such as copying all the items to a folder on the Mac, deleting them in iBooks, then re-adding them. I haven't found a successful method so far. Has iTunes simply stopped allowing iCloud iBooks items other than purchases be displayed for syncing to an iOS device in iTunes, or is there some other way to have those items included in the list?

MacBook Pro, macOS Sierra (10.12.6), Mail 10.2 (Sierra)

Just to be sure, did you select My Books at the bottom of the screen so that all books can be viewed ?

The books at the screenshot are non-iTunes- books, and next to the books there is a Cloud icon.

Tap on the Cloud icon, immediately downloaded the book to the iDevice and it is possible to read the book.

Yes, I am using iTunes 12.6.2.20 on mac OS Sierra.

The screenshot is a iBooks 1.10 screen on a iDevice.

(in iBooks) If you select My Books at the bottom of the screen on the iDevice, so all books can be viewed ?

Sorry, I've failed to communicate my goal. I explained that I can see everything when viewing in iBooks, either on the iDevice or on the Mac. What I want to do is manage the book and pdf content on my iDevice from iTunes on the Mac (as I would music and movies) rather than by making the sync choices in iBooks on the iDevice. Although iTunes help indicates that I should be able to do that, I can't, because only purchased items appear on the Books page of the settings area for my connected iDevice in iTunes If I've selected Books and PDFs from the pop-up menu, and nothing appears there if I select Only PDF Files (as shown in the iTunes window photo submitted in my first reply).
