If the phone was originally intended for sale in a country that requires a shutter sound (e.g. Japan, Korea), you can't. You can position your finger over the speaker (works pretty well) or get an app such as Manner Camera.

it makes a sound because it was from a country where it's required to by law to make a sound to avoid creeper photos this is why turning off the sound has not effect...
