Drs office wants me to update my browser on my iPad to use health portal. Is it possible to update safari

Safari updates with iOS.
What version of iOS are you running on your iPad?
If 10.3.3, then you have the most up to date version of Safari.
The health portal may not support mobile devices and as such require access through a computer.
