Philly_Phan has given you the answer. Only the person who set the lock can unlock it. If you bought the phone second-hand (used) then you have to contact the previous owner. If you cannot do this then you will never be able to use the phone. There is absolutely no way round this.

If you bought the phone new, and set the lock yourself but have forgotten the ID or password, then you start by going to http://iforgot.apple.com to retrieve the ID and reset the password. Failing that you have to take the phone to an actual Apple Store together with the original purchase documents and some ID to prove you are the owner. This will only work if you are the original owner.

You need to contact whoever put on the activation lock. There is no other solution.

You MUST contact the person that put on the lock. THERE IS NO OTHER SOLUTION.
