How to change settings on Apple TV to allow Windows device to connect

I am a teacher in a school and for some reason, even with third party software, we cannot show presentation from a Windows PC or Android onto the Apple TV. I have used AirParrot and AirPlay. What do we need to change in setting to be able to connect other devices apart from apple to the Apple TV? Devices are all on the same WiFi Network.

I have this exact same issue. I am able to connect from my windows 10 pc to all of my Apple TVs on my home network via both iTunes for airplay streaming and using AirParrot2 (3rd party software) for screen mirroring. However, at school, my pc won't recognize the presence of the Apple TV that is set to conference room mode. I can connect to the school Apple TVs from my iPhone, iPad and Macbook. Process of elimination indicates that Apple TV conference room and Windows 10 aren't compatible for some reason.
