Why are none of my photos loading?

I have the error symbol ⚠ in the corner of all of my photos and I have followed the advice given but my photos still aren't loading, and more importantly backing up, so I could possibly lose up to 1000 photos which I do not want to happen. Is there any way to help sort this issue and if so, please tell me. Thanks.
