If you have followed the steps in the article and are still having issues, as KiltedTim suggested, contact your carrier to make sure they support this feature.
Talk to your carrier. Caller ID is a carrier feature.
Are you saying that when you tap "Phone" in your settings, there is no option to show caller ID? It should look something like this:

If the OP is a Verizon user, their phone will not look like that. Verizon and Sprint, both legacy carriers, required that you dial short codes to enable and disable those features.

Tauruslady, my iPhone 7 for some reason doesn't have that prompt. also, Verizon wasn't very helpful. thanks for replying.

Then call them back and escalate the call.
Caller ID is a carrier feature. No one other than Verizon can fix this.
