I have a panoramic photo taken with the Camera app on iOS 10.3. How can I scale it down so it prints on a 3" x"5 photo paper? I am using macOS 10.12.6 Photos v2.

That should be a function of the printer driver. Is the aspect ratio of the panorama 3x5? doesn't sound very panoramic to me. 8^)
If it is something like 5:1, it will print a 1 inch tall strip 5 inches long. Is that what you want?
Crop the image to 3x5 and print it - or in the Print window select the "fit"option
