Safari browsing history and data is not all erasing

In Safari, when I try to clear browsing history using Settings > Safari > Clear History and Website Data and then check Settings > Safari > Advanced > Website Data the entries have not cleared. I tap Remove All Wesite Data and the history and some data is still there. Repeated attempts - it won't clear. I reported this in the past and was told it's a known bug. I am concerned about security breaching. Any thoughts? When 10.3 upgrade installed, the browser history cleared. After hitting a financial site, it stopped clearing. There are entries with and without data that won't clear. How do I correctnthis? What's my exposure Or security posture?

This all began with the following e-mail in which I made the mistake of tapping the iTunes Payment Cancellation link. Next, I was prompted for my Apple ID and Password. I did not provide either.

I have the same issue with trying to clear Safari browser history on my iPhone 6s, too.
