My iPhone 4s and iOS 8/9
On my iPhone 4s (current iOS version: 7.1.2) can I download and run iOS 8 (or IOS 9+) and if so, how?

Follow the instructions here to update iOS to the latest supported version for your iPhone model (it is not possible to install an earlier version):
Update the iOS software on your iPhone, iPad, or iPod touch - Apple Support
iPhone 4s can be updated to iOS 9.x.
If you instead have an iPhone 4, then it cannot be updated beyond iOS 7.1.2.
