My new iPhone says my SIM is not provisioned

I just got this phone and turned it on yesterday. I had it activated today and did iOS update last night. I have no service from carrier. Carrier shows I have service. Their trouble shooting steps did nothing. I have a red 1 on my phone where iCloud entry is located. For networks I see something that says SIM not provisioned. Is this something I can fix? Do I need to go to Target store to the Consumer Cellular Apple person? What can I do to get my phone working?

I will get ahold of them and see if they are in agreement with sending me another one or if they have another way of fixing it. This phone stuff is completely foreign to me and I (unfortunately) am finding it is not something that a person can just push a button and it is smooth sailing. Thank you so much for your response. I am to the point of retracing my paths I walked previously regarding this and so fortunate that I looked in my deleted box and found this. Have a great day. I was going to use the phone to take pics of the Eclipse, since I am located in the town that is supposed to have the longest time for viewing. First thing I heard on GMA this morning was not to use phone for this, so I suppose it is not all bad that it is not working. Whew! That could have been an expensive mistake! Have a great day!
