Not unless they are reported. The Beta is precisely meant to bring out these issues so Beta testers can report them, and Apple can then know about them and fix them for the final release.
If nobody reports them, they may not be known by Apple, and may not get fixed.
Reporting the issues yourself makes sure Apple is aware of them and can potentially fix them if required.
Then why would you expect that other testers would do so?

The whole purpose of Beta software is to determine what the actual release will be.
if a beta update messes up my phone will the actual update rid all my problems ??
