Can't find amber alerts on my iPhone

Government Alerts depend on your carrier and iPhone model. In your case, it appears that your carrier may not support Government Alerts. I would suggest double checking with them.

You have to download the app from iTunes Store or from Amber Alert website.

Please note that activation of emergency notifications may affect the battery life of your iPhone.

There is no app, it is built into the iPhone and unless you are getting 100 or so per day it will have a negligible impact on the battery.
