Each time I download an app and enter my password, a thing pops out saying it wants my billing address. After I write everything down and press "Done", it just keeps on popping out no matter how many time I type in it.... So then I can't download it.

Are all of the other billing details correct? In other words is the card still good (not expired) and has the security code on the back of the card been entered correctly. Does the billing address match the credit card statement exactly?

Did you try signing out of the ID in Settings>iTunes and App Store>Apple ID>Sign out. Restart the iPad, go back to the settings and sign in again and then try again.
