From Safari Help.

Add a website to your Favorites: Move the pointer over the Smart Search field, press and hold the One-Step Add button User uploaded file that appears at the left end of the field, then choose Favorites from the menu. You can also click in the Smart Search field, then drag the URL of the webpage you’re viewing to the Favorites view, or drag a URL or bookmark to the Favorites page, Favorites bar, or Favorites folder in the sidebar.

Enter the website's URL in the URL field. Once at the site click in the URL field, select the site's field icon at the beginning of the field entry and drag it to the Desktop. This should result in a Safari site icon. Double-click on it just to be sure you get the site you want. Now select the icon and drag it into the Dock to the right of the vertical sizing bar.
