You can try going to iCloud.com on your Android's web browser, then click on Request Desktop Site in the options menu on the browser. Once you have done that, you can sign into iCloud.com, and then you can try to access the functions in Find My iPhone to set your iPhone into Lost Mode.

However, it is much easier if you have a computer that you can do that from.

If you know anyone that has an iOS device, you can also sign into the Find My iPhone app on their device with your Apple ID, and then put your iPhone into Lost Mode.
