i open my icloud account and its empty but i dont delete anyth ,,how i can back my stuffs and my backups

im talking about this .my account was full but now its empty ,how i can get my stuf back

You can get some back using the below.
Go to iCloud.com using a computer and select Settings. When that page loads, look at the bottom left side under Advanced and see if you can restore from there.

What exactly are you expecting to see and where are you looking?
photos ,whatsap backup .contacts backup and .etc
Photos and backup aren't kept in your iCloud Drive, hence likely why it is empty.
Photos and documents still seem to be there to me, if you've deleted your backup it's gone, just make another one.
