1. macOS is free, there is nothing to actually buy.
2. The only way to get it is from the Mac App Store App on a Mac already running a supported version of macOS.
3. The terms of service of the macOS license expressly prohibit installing macOS on non Apple branded hardware.
4. If you are tired of Windows perhaps 1 of the many flavours of Linux may be to your liking. Many are free, and can be tried easily from a CD or bootable drive before installation.
That version of MacOS is very very old. Its like wanting to run Windows 98 on a PC right now.
We cannot really help you with in installation. If you attempt to do that, you are on your own.
Do note, its not going to be an easy task to get it to run.
You cannot run Mac OS on a PC. It is against the terms of the licence to run it on anything other than a Mac computer.
Mac OS X/Mac OS is only available and legal to run on an Apple device.

That Snow Leopard DVD will only boot to a Mac capable of running 10.6.x, which means it will be a 2010 model at the newest. Also pointless to pay someone $36 for software you can purchase directly from Apple for $20.
But regardless, if you want to use the Mac OS, you need to purchase a Mac.

Unless you are referring to an actual Apple computer that supports that iteration of OS X as your "pc" then no, you can not.
