Server Permissions Not Inheritable

Issues with Apple Mac server permissions
This is an older Mac pro running Mountain Lion + OS X Server
A mixture of Windows and Apple machines access this server share
We have constant problems with inheritable permissions
Problems are the same with afp: or smb:
Permissions do not inherit from folders. I want the folders to have fixed perms so everything created within those folders inherits permissions. Also everything that is moved into those folders inherits permissions.
At the moment perms change depending on who creates a file
They also change when files are dragged/dropped in to the folder
It doesn't matter which client machine created the file (whether it is Windows or Mac) - the perms do not inherit
So at the moment we just have to reapply/propagate permissions every time a file/folder changes.
I want these perms to stick, but I have read that this isn't possible. I have Googled and read about a lot of situations that are vaguely similar but I wanted to ask for specific answers and (as it's a work environment) it's not really acceptable to just put up with it.

I have seen some command line "fixes" for this but don't really understand what or why, or why inheritable perms wouldn't be standard behaviour for a server. If someone could help me out that'd be great!
